The City of Russell offers city wide utilities for water, wastewater, and garbage disposal. The water and wastewater are maintained and managed directly through the city with the help of our Public Works Director. Garbage disposal is contracted through Southwest Sanitation, Inc. out of Marshall, MN. By managing all three together we are able to provide the services to Russell residents as economically feasible as possible.
Utility Billing Process
The water meters are read on a monthly basis, 1-2 days around the end of the month. Utility bills are mailed to arrive in your mailbox the first week of each month and payment is due by the 20th of the month. If you do not receive your bill by the second week of the month, contact the City office to request another copy be sent. You will still be responsible for the amount due by the due date, even if you do not receive a bill. We also have the option to email your bill to you as well. Please contact the City office to make that change.
Paying Your Utility Bill
Your utility bill is due by the 20th of each month. If the 20th falls on a weekend or holiday, payment is due by the next business day. Failure to pay your bill by the 20th of the month will result in a $10 late fee, and possible termination of service, as outlined in City Code 6.09.
We have multiple ways to accomodate your paying preferences. You may make a payment in person at the City office. We can accept cash, checks, or credit cards. Payments can also be made at First Independent Bank in Russell, MN. Or, you may elect to sign up for our ACH program. You will still receive a bill, unless you choose otherwise, but the payment is automatically withdrawn from your savings or checking account on the 20th of each month. If the 20th falls on a Weekend, or Holiday, it will be processed on the following business day. Finally, you can pay you bill online at U B Max Online.
